LEGISLATIVE ACTION COMMITTEE ("LAC")

Delegates

CAI National Representative Andy Krakowski
A. Treasurer's
Report. David Schwindt gave the Treasurer's Report.
B. Approval
of Minutes. Approval of April and May Minutes were postponed until
next meeting.
C. Discussion
on Recommendations of Delegates to National. David Schwindt made
a motion and Barbara Kanz seconded that we would invite Harriett
Heisey to be a LAC delegate as long as she becomes a CAI member
and is otherwise qualified. Denise Bower will call her.
D. Manager
Licensing. No report. Discussion followed regarding the goal of
the manager licensing. The goal was to have the CAI courses recognized
by the State and receive a stamp of approval from the State agency
regulating licensing. It was decided that the LAC would not pursue
this matter any further.
E. Resale
Disclosure. Discussion followed relative to Chapter 105 and having
a stand-alone bill to submit to the Legislature sponsored by CAI
and other groups. There was discussion that we did not want a
resale certificate. We will ask Merkley to sponsor the bill on
behalf of CAI and other groups. We discussed the wording in Barbara
Kanz's draft of changes to Chapter 105. There was a motion to
incorporate such revisions. The motion failed. Barbara Kanz and
Rich Thompson will go back to the drawing board to make the owner/seller
responsible to request documents and not the buyer. The delegates
ask that this be done by the next meeting.
F. Corporate
Issues. Barbara Kanz is still working on integrating the NonProfit
Corporation Act with the Planned Community Act and Condominium
Act.
G. Next
Meeting. The next meeting will be on July 25, 2002 at 11:30 a.m.
H. Web
Site For LAC. Denise Bower reported that CAI National is updating
their web site and will have bill tracking and legislative information
activity on the web site. We decided not to do anything further
at this time on the web site.
I. New
Business. Discussion of whether the LAC should proceed with the
audit issue. We discussed the difference between audit versus
review. We discussed possible dollar limits on budgets of associations
that would have to do audits. David Schwindt discussed the audit
issue with OWCAM. David Schwindt advised that it is approximately
$2,000 to do a review. We discussed the Washington State requirements
for reviews/audits. Andy Krakowski advised us that CAI-National
was not supporting any State regulation on audits. It was voted
that no further action be taken by the LAC on this issue.
