COMMUNITY ASSOCIATION INSTITUTE
LEGISLATIVE ACTION COMMITTEE ("LAC")

Delegates present: Rich Thompson, Denise Bower, Karna Gustafson,
Barbara Kanz,
David Schwindt, Cheryl Brendle, Jack Herring
Approval of the Minutes for the last meeting of
May 11, 2004 were tabled until the next meeting. Delegates were
instructed to review the Minutes from May 11, 2004 so that they
may be approved at the next meeting.
A. Treasurer's Report. David Schwindt was instructed
to submit quarterly reports to CAI National. He reported that
we have approximately $3,600 in our checking account.
B. Double Taxation. There was a proposal to send
a survey out to CAI members and non-members on behalf of LAC.
Denise Bower wanted to review the survey before it is sent out.
Rich Thompson is to e-mail her a copy ahead of time. Rich Thompson
will then e-mail the survey to his distribution list which includes
members and non-members.
C. Lien Priority. Barbara Kanz handed out some
documents from CAI National on this issue. The policy from CAI
National is for a six month lien priority period. Discussion followed
on strategy. It was discussed it would probably be a stand-alone
bill to be drafted by Rich Vial's office.
D. Resale Disclosure. It was reported that OWCAM
was preparing a brochure on resale. They will not be pursuing
legislation this year. Rich Thompson may propose changes to Chapter
105. He is to bring proposal to the LAC for review.
E. Maintenance Turnover Book/Cost. No report. George
Carter was not present.
F. OWCAM Update. Elections were held. There are
no new officers yet. They are working on the resale brochure.
G. Condominium Working Group Update. The Working
Group is working on warranty issues and issues relating to window
maintenance.
Next meeting is July 27, 2004 at CMI at Noon.
