Owner VS Association responsibilities

Who gets to make what decisions in my Association?  CAI is soliciting proposals for a presentation on February 13th relating to the scope of Board versus Homeowner decision-making in community associations.   Subject will include scrutinizing governing documents for scope of decision-making authority, maintenance, capital improvements, governing document amendments, easements and other issues that can confuse Association as to who gets to make what decisions.
